Can we message anyone in our contact list?

You can message buyers who have opted in, using the message formats the channel approves — that is the rule on WhatsApp and it applies to everyone, not just to us. In practice this protects the channel: your messages land in an inbox people still read because it has not been filled with things they did not ask for.

What happens when someone opts out?

It stops, immediately and permanently, and that is recorded. A retailer who has said stop and gets another message is a retailer you have lost on a different axis than pricing.

Does it decide on its own who to send a reactivation to?

No. It can identify who has gone quiet and what they used to buy; the decision to reach out and what to say stays with your team. Automated win-back sequences are the fastest way to make a considered message look like a machine noticed a number.
